厳密に言えば，作曲者(Greatchen Peters)がこの歌詞で主に使っているのは「メタファー」ではなく「擬人化」です。 Wikipediaでは「擬人化」を「（擬人化は）人間の資質を動物，物体，概念などに与える表現方法のひとつである。「メタファー」とは対極にあるものの非常に似たものである」と定義しています。この曲では主人公の持つ特質が「この町」に与えられています。
Technically speaking, what the writer (Greatchen Peters) mainly uses in the lyrics isn't metaphor but personification.  Wikipedia defines "Personification is a figure of speech where human qualities are given to animals, objects or ideas. It is the opposite of a metaphor but is very similar."  In this song, the qualities of the narrator are given to 'this town'.

（余談）

この曲を書いたのはGretchen Petersですが，このヴィデオで歌っているのは別のShelly Duboisという女性です。オリジナルのGretchen Petersのヴィデオが見つからなかったためにこうなりましたが曲の雰囲気は伝わるような気がします。

ところでこの歌詞，build up, run down, hang around, leaveなど人間にも「この町」にも使える動詞を使い，巧みに擬人化を成立させていますが，それだけに同じように生物・無生物のどちらにも使える日本語を探すのが大変でした。
