A rumor had it that the 'clown' which appears in the lyrics refers to Donald Trump, the incumbent President of the United States of America. Matt Bellamy admits it. So Verse 1 describes the current situation in the US viewed from his perspective.

（余談）
「dig down」は「掘り下げる（＝調べる）」という意味なので，ここで主人公が言っているのは，おそらく「何か方法はないかと考え抜く」という意味であると思われます。
ただ私の場合，いわば「銃殺隊に追い詰められ」たり「こめかみにピストルが当たっ」たりするピンチの時には，焦って気が動転する余り，いつもならやらないようなヘマをしでかして余計に事態を悪化させてしまうことが少なくありません。
・・・この主人公が「dig down」するのが「墓穴」でないことを祈りたいと思います。
