理由はわかりませんが，この曲を聞くとHozierのTake Me To Churchを思い出します。暗くディストピア的な下のミュージック・ヴィデオとも相まって，聞くと不安で落ち着かなくなります。
I don't know why but this song reminds me of Hozier's Take Me To Church.  Accompanied with a dark dystopian music video below, the song makes me feel uneasy and restless.

Sam FenderがイギリスのNew Castle近郊の出身であることを考えれば，歌詞に登場するthe capitalはおそらくロンドンのことでしょう。

（余談）

監視社会と聞くと恐ろしいもののように思われますが，見方を変えれば人間は人里離れた誰も知らない場所でたったひとり自給自足の生活をしているのでない限り，他者の目を全く意識せずに暮らすことはできず，その意味で多少なりとも「監視社会」にいると言えなくもありません。

実際に「見られて」いたとしても，周囲が我々の言動を許容してくれる限り，見られていることが問題になるとは思われません。そう考えると問題は「見られているかどうか」ではなく（見られていることを前提とした上で）「見ている側の期待」にどの程度沿うように求められているかにあるような気がします。
