「猫」という言葉に性別はありませんが，一般的には女性ではなく男性を指すようです。したがってこの曲のタイトルもオシャレで魅力的な男性を指すと思われます。
A word 'cat' itself isn't gender specific but it generally refers to a man not a woman.  So the title seems to represent a male who is sophisticated and attractive.
