According to Wikipedia, as you see the song title here, the correct title is "Ferry Cross The Mersey" not "Ferry 'Cross The Mersey" which is often misspelled.  It's not a contraction of the preposition 'across' but an imperative.  The narrator is asking the ferry to take him to Liverpool.
