それが「強調」「誇張」のどちらに該当するのかはわかりませんが，ここで言う「百万(million)」には「多い(many)」という意味でしかなく，日常よく耳にする表現です。例えば，人が「空腹で死にそう！(I'm starving)」と言ったとしても，実際にはそうではありませんし，「会いたくて死にそう (I'm dying to see you)」と言われたからと言って，その人が死んでしまうわけではありません。
I don't know if I should call it an exaggeration or hyperbole, 'million' just means the same as 'many' here.  This kind of expression is not uncommon in our daily lives.  We hear people say, "I'm starving!" but actually they don't.  Somebody says they're dying to see you but they're not.
