タイトルを見た時はてっきり仕返しの曲だと思っていました。「get one's hands on someone」という熟語があり，乱暴に人の体に触るという意味だと思ったからです。
When I saw the song title, I believed it's a song about retribution thinking "get ones hands on someone" is an idiom which means touching someone with the threat of violence.

思うにここに登場する「you」はすでに知っている相手ではなく，そういう出会いがあったとしたらと仮定した主人公がその相手に語りかけているのではないでしょうか？
